POLICY STATEMENT OF THE CANDIDATE FOR THE POST OF THE PRESIDENT OF TURKMENISTAN MERETDURDY ISGENDEROVICH GURBANOV, DEPUTY HYAKIM OF DASHOGUZ VELAYAT FOR AGRICULTURE

I would like to express the gratitude to the initiative group of the citizens, which proposed my candidacy to the president of Turkmenistan and wish them great successes in their work. 

Our people, resting upon its creational capabilities, achieved great successes in politicsm economy, science and culture for the short period. For 25 year of the Independence, Turkmenistan, having consolidated fruitful relations with other states, turned into one of the important members of the world community. 

Great successes in transport and communication, telecommunication and information technologies were achieved recently, which increase international authority of our state. Launching of our own satellite opened new stage of the development of domestic communication system. 

Legal framework of large-scale transformations in all spheres of the economy is guaranteed by the adoption of new edition of the Constitution of Turkmenistan. 

The norms of the Main Law touch upon political, economic and social issues of not only today but also oriented at next and future prospect of the country development, the Constitution of Turkmenistan reflects national traditions and life experience of Turkmen people, principles of democratic, legal and temporal state. 

In case of my election as the President of Turkmenistan, I set the target to achieve the main target that guarantees legal rights and interests of the people. 

I would like to assure my electorate that consolidation of legal and democratic basis of our state and society will be the priorities of my programme. 

Improvement of legislative system, development of new bills, which are to enhance realization of social and economic programmes and projects and oriented at further prosperity of our country, will be continued. 

I will continue to undertake actual measures, aimed at consolidation of relations of good neighbourhood, friendship and fruitful cooperation between the states and peoples, which are united by centuries-old historical and cultural relations.

I would like to assure the electorate that I will expand the policy of peace and mutually beneficial cooperation, which is based on the status of the neutrality, establishment of sustainable, stable, flexible and balanced system of international relations in economic and humanitarian spheres, consolidating the authority of independent neutral state of Turkmenistan and actively promoting peace-making processes. 

Our Motherland is one of the rapidly developing countries and current topical target to develop harmonically different branches on innovative base and improvement of social and economic conditions of the people. 

Therefore, it is necessary to do the following: 

- To implement new technologies into agriculture using advanced world’s practices; 

- To solve employment issue in different branches of economy by establishment of new work places; 

- To satisfy the requirements of the population in food products by holding the prices on achievable level and steadily increasing salaries; 

- To bring the pensions to the world level and to reduce the taxes for the citizens unable to work, who receives government allowances and benefits, improving the quality of service; 

- To pursue the policy of delivery of goods produced in our country and to open new enterprises for processing of imported raw materials; 

- To undertake deep transformations in agriculture for provision of new work places to the population in all parts of the country; 

- To provide industrial enterprises, agricultural associations in rural areas with modern equipment;

- To intensify the work for establishment of agricultural companies and complexes with full cycle of production of food items; 

Large support will be rendered to the cotton industry. We will increase payments for cotton sale. Thus, we will establish necessary conditions for the farmers, who interested in cotton growing. 

Large attention will be paid to training of qualified agricultural specialists. 

Involving experienced farmers, we will establish specialized school for professional training of the youth and information centres in farmers associations. 

We will build agricultural professional and technical schools and training centres in all etraps. 

We will establish necessary conditions for training of great number of specialists, who love the land and well aware of modern equipment. 

To attract competent specialists for work in agricultural industry, we have to pay special attention to improvement of work of scientific and research farms at high educational institutions. 

The great future is seen behind realization of such specific measures as improvement of scientific works and opportunities of existing agricultural scientific and research institutes. 

Environment protection, quality control of food products, which are the guarantee of the health of people as well as development of sport and health-improving movement related to the care of the future of the nation, will be important provisions of my Programme. In this regard, special attention will be attached to upbringing of physically fit and highly moral youth. 

The focus of agricultural policy on establishment of food abundance, provision of stable growth of agricultural production for increase and support of farmer’s associations, their entire technical rearming and modernization of all structures of agricultural complex are one of my utmost objectives. 

Large-scale reforms in educational and scientific spheres will be continued. Education is one of the major conditions defining the future of the country, spiritual, social, economic and cultural development of the society. That is why it is important to continue the work for further bringing of the science and education to international level, establishment of the conditions for harmonic development and expansion of the knowledge of the youth. 

Comprehensively studying rich cultural heritage, traditions and customs of Turkmen people, we will continue using it in upbringing of young generation. 

The measures for improvement of ideological works and bringing the activity of cultural and humanitarian organizations to the world level will be undertaken. 

We will define further measures for the development of Avaza National tourist zone. 

We will continue large-scale construction of recreational centres and resort infrastructure in other beautiful places of Turkmenistan in order to attract not only our citizens but the tourists from different countries as well. 

The works for improvement of secondary and high educational institutions, increase of qualification of our citizens will be carried out for receiving of comprehensive education by our youth. 

The care for the health of the population remains in the centre of our attention. Establishing new medical facilities, we will provide them with world class equipment and continue the work for improvement of professional skills of medical personnel. 

The measures for development of public sports and sport and health improving movement are related to the care of the future of the nation. In this regard, main attention will be paid to construction of sport schools, centres and training gyms in different parts of our country. 

The state will continue rendering comprehensive support to rural people. 

We will continue procurement of best in the world specialized equipment for agricultural needs and use large financial means for development and urban planning of the villages and settlements in each etrap. 

We will pay attention to construction of living complexes in velayats, cities, etrap centres, villages and settlements, to the development of transport, public health, culture and education. We will establish all necessary conditions for this. 

Foreign policy of Turkmenistan is aimed at establishment of the conditions for sustainable and reliable development of the states and peoples, wide and efficient equal mutually beneficial cooperation, which is built on trust, respect and good relations. 

We will continue cooperation in the future with neighbouring states and other countries of the world. 

Rest assure that together with our honest, hard-working and united people I will work enthusiastically, taking all efforts and abilities, for further prosperity of our Motherland. 

I wish you success in your work and prosperity in 2017, which will be held under the slogan “The Year of Health and Inspiration”. 

The biography of Meretdurdy Isgenderovich Gurbanov 

Meretdurdy Isgenderovich Gurbanov was born in Kunyaurgench of Dashoguz velayat on August 11, 1976. 

In 1998, he graduated as agronomist from S. A. Niyazov Turkmen Agricultural University. 

He worked as the agronomist of Akgala Farmers Association of Kunyaurgench Cotton Ginning Enterprise in 1999 - 2000. 

Meretdurdy Gurbanov was the head agronomist, the cottonseeds specialist, the cotton sorter of the reception facility of Kunyaurgench Cotton Ginning Enterprise in 2000 - 2014. 

He work as the hyakim assistant of Kunyaurgench etrap in 2004 – 2009. In 2009 – 2012, he worked as the chief specialist of agricultural department, hyakim assistant and the executive secretary of hyakimlik administration of Dashoguz velayat. He worked as the hyakim of Gubadag etrap of Dashoguz velayat in 2012 – 2015. 

In April 2015, was appointed as the deputy Hyakim of Dashoguz velayat for agriculture. 

Meretdurdy Gurbanov is married and has four children.

POLICY STATEMENT OF THE CANDIDATE FOR THE POST OF THE PRESIDENT OF TURKMENISTAN, DIRECTOR OF SEYDI REFINERY, DEPUTY OF THE MEJLIS OF TURKMENISTAN RAMAZAN MUSTAPAKULYEVICH DURDYEV

I would like to express deep gratitude to the initiative group of the citizens nominated me as a candidate to this responsible government position and wish them success in their work. 

Turkmenistan was highly developing for the years of the independence. This is evidenced by considerable growth of the GDP. Long-term integrated projects for development and transformation of the country are successfully implemented together with the work for consolidation of legal status and democratic foundations of the state. 

Turkmenistan pursues foreign policy based on the principles of humanity and tolerance. Our country is known as a peace supporter in the international arena. 

For further development of the economy of the country, special attention will be paid to implementation of innovation technologies, advanced achievement of science and engineering. 

Construction of automobile and railway roads, gas mains and power lines, which will exert positive influence on economic development of the state, will be continued. Besides, together with interested parties, we will study the opportunities of diversification of supply of Turkmen gas and electrical energy to foreign markets. 

Turkmenistan, occupying favourable geopolitical location, has rich hydrocarbons resources. Considering this fact, we will undertake large-scale works in the future for successful realization of huge economic and natural potential for the prosperity of current and future generations of Turkmen people. 

We will define perspective ways and routes of energy resources supply to the world’s markets. 

We will continue developing number of riches natural treasuries of the country. 

It is planned to improve the exploitation of existing and new gas mains. 

“The Programme of Development of Oil and Gas Industry of Turkmenistan until 2030” stipulates to increase production and processing volumes of oil and gas several times. We are planning to improve the work of this branch in the future. 

We will continue exploration of hydrocarbon reserves onshore as well as the work for development of oil and gas deposits in Turkmen sector of the Caspian Sea. We will arrange the work for development of natural reserves. 

We will establish ultimate infrastructure of pipelines network, different facilities and communications of oil and gas complex. Oil processing, development of oil, gas and chemical branches are the priority directions of this sphere. Implementation of all these plans will become the main direction of internal policy of our country. 

Large work is undertaken in the country for construction of different facilities. Following this, our key target will be continuation of active construction of villages and cities, new comfort living houses in different regions of the country. 

Special attention will be paid to development of education, public health and culture. We will continue rapid construction of schools and kindergartens, high and secondary educational institutions, new hospitals, resort and sanatorium complexes, social and cultural facilities provided with modern equipment. 

We will build water purifying facilities and pipelines for provision of the population with clean drinking water. 

We will keep the process of granting mortgage loan for those who wish to buy an apartment or to build individual living house. We will increase the loans to construction organizations for building of living estates. We will steadily implement programmes of construction of social and living facilities on the cities, villages and rural areas. 

We will consolidate equipment and facilities base of agricultural complex and establish all conditions fruitful work and high yields of agricultural production, improving our welfare by selfless work. 

Together with growing of wheat and cotton in the agriculture, we will activate the construction of hothouses, livestock and poultry complexes. Large attention will be paid to increase production of vegetables and cucurbitaceous cultures. 

Special accent will be made on import substitution, increasing the volumes of export production at the same time. 

We will increase financing of agricultural complex including the development of virgin lands, increase of water reservoirs outputs, procurement on necessary agricultural equipment and chemicals for plant protection. Seed growing, selection and implementation of new technologies are also key targets of the branch. 

Economic growth of Turkmenistan gave impulse to development of private sector. Our businessmen improve their activity by study of the practices of large foreign companies. Turkmens have proverb “Learn from the master is a good deed”. Today, domestic entrepreneurs carry out the construction of numerous industrial, social and living facilities. Government support of privates sector of economy, small and medium entrepreneurship, grant of beneficial loans will be continued. 

Development of public physical and fitness movement and sport are also priority direction of the state policy of Turkmenistan, which is aimed at improvement of health of the nation, upbringing of physically fit and spiritually rich young generation of the country, which is confidently move forward along the way of fundamental transformations. 

Construction of stadiums, sport complexes and provision of them with modern sport equipment are undisputable evidence of this. The construction of the Olympic village – the largest sport facility in the Central Asia, is in the final stage. V Asian Indoor and Martial Arts games will be held in Ashgabat in 2017. We are confident that this large sport event on high organizational level will improve the reputation and the authority of the country. 

Development of sport and Olympic movement, active involvement of the youth, stimulation of Turkmenistan citizens to go in for sport and live healthy lifestyle as well as improvement of working skills and reveal of art capabilities will be our main target. 

Wide development of tourist capabilities of our country, travel industry, establishment of modern and high quality conditions for tourists and economic improvement of this sphere will be important direction of our work. 

We will increase the construction of health centres and high-class hotels in national tourist zone “Avaza”. Propaganda of recreational capabilities of our country for increase of number of tourists coming from the whole world is be our main objective. 

We will continue protection of the rights of the citizens, which are guaranteed by the Constitution of Turkmenistan, for scientific and inventive activity, purchase of comfort living, marriage, education, health protection, work and rest, etc. These objective are followed from systematic increase of income of the population, increase of salary, pension, scholarships, government allowances, maintenance of social benefits and material support of the family. 

We will assist in privatizations of the apartments by the citizens, in direct privatization and free accommodations from the state living fund of our country. 

We will work diligently for the sake of our people, consolidation of power of the state and further improvement of the authority of our beloved Motherland. 

I am confident that the electorates participating in the presidential Elections will vote for the candidate who will continue properly the work for further prosperity of our Motherland.

The biography of Ramazan Mustapakulyevich Durdyev 

Ramazan Mustapakulyevich Durdyev was born in Galkynysh etrap of Lebap velayat on February 18, 1963. 

He graduated as chemistry process engineer from Turkmen State Architecture and Construction Institute in 1985. 

Ramazan Durdyev started his work career as the process equipment engineer in Seydi Oil Refinery. 

He worked as the section manager of trade and raw material workshop, the manager of this workshop, the head of equipment and facilities provision department, the deputy commercial director as well as the head of transport department of Seydi Oil Refinery from 1989 to 1998. 

In 1998 – 2000, Ramazan Durdyev was the base director of the State Concern “Turkmendokuhimiya” in Galkynysh etrap of Lebap velayat. 

He worked as the deputy manager, the head of equipment and facilities provision and equipment assembly department, the deputy director of transport and general affairs of Seydi Oil Refinery in 2001 – 2014. 

In December 2014, Ramazan Durdyev was appointed as the Director of Seydi Oil Refinery. 

He is married and has three children.

POLICY STATEMENT OF THE CANDIDATE FOR THE POST OF THE PRESIDENT OF TURKMENISTAN, BOARD CHAIRMAN OF “RYSGAL” JOINT STOCK BANK, DEPUTY OF THE MEJLIS OF TURKMENISTAN BEKMYRAT SAHETMYRADOVICH ATALYEV

I would like express the gratitude to the members of the Party of Industrialists and Entrepreneurs of Turkmenistan for nomination me as a candidate to the highest government position and wish them success in their work. 

Grandiose and indeed historical events take place in political and social life of our state. The Presidential Elections, which will be held soon, are the important factor related to the future of our state. The elections, hold in accordance with the Constitution of Turkmenistan, indicates the triumph of democracy and improvement of legal culture of Turkmen society. 

Declaration of 2016 as a Year of Honour of Heritage and Transformation of the Motherland had deep meaning. Turkmen people rests upon on the Constitution of Turkmenistan and national traditions, which give the inspiration and stimulus for achievements of new levels, in protection of national interests and spiritual and ethical values, guarantee of the rights and freedoms of every citizen, prosperity of the society and solidarity of the people. 

In case of my election for the position of the President of Turkmenistan, I set the target to undertake following fundamental reforms aimed at provision of peace in the country and prosperous life of the people. 

Diversification of economy of the country and support of the entrepreneurship is one of the priority directions of my programme as the economy of Turkmenistan is based on the principles of market relations. Turkmen entrepreneurs make considerable contribution to the development and consolidation of national economy of the country, export of competitive environmentally friendly production. The development of entrepreneurship is one of the priority directions of the state policy. Currently, the State supports small and medium business and established stable legal framework for entrepreneurship. New VII Chapter “Economy and Financial and Credit System” was included to the Constitution of Turkmenistan. Article 134 of the Main Law mentions that the State encourages, supports the entrepreneurship and promotes the development of small and medium business. 

Support in financing, soft loans, establishment of the conditions for use of advanced world’s technologies and equipment during construction of new social and industrial facilities, reduction of taxes, improvement of credit and debit operations make new conditions for the development of private sector. Unified budget and financing, tax and credit policy is implemented in the country. “Rysgal” Joint Stock Commercial Bank, being the member of the Union of Industrialists and Entrepreneurs of Turkmenistan, will systematically support successful implementation of these processes. 

Turkmen entrepreneurs will make considerable contribution to transformation of the appearance of cities and rural areas, will implement ecologically friendly modern technologies to production. Businessmen will manufacture furniture, carpets, construction materials, household and industrial goods, provide high quality services to the population. 

High quality competitive goods, produced by our entrepreneurs, would be sold not only in local markets but also supplied to foreign countries, promoting the growth of demand for Turkmenistan goods. Establishment of the conditions for selfless work and prosperous life, improvement of social and living conditions of the population will improve the enthusiasm of people and their confidence in future. Domestic entrepreneurs will establish hundreds of small enterprises, which will create new employment for the youth. Number of private enterprises and entrepreneurs will increase in the future. 

Turkmenistan is the only state in the world, which status of permanent neutrality is officially recognized by the United Nations what is proven by two Resolutions of the UN General Assembly on December 12, 1995 and June 3, 2015. Such principles as peace loving, cooperation and respect form the basis of international politics of Turkmenistan. Our country is opened for any beneficial ideas and proposals and always willing to negotiate with other states and international organizations. 

Our independent Turkmenistan, adhered to the precepts of the ancestors to live in unity, peace-loving and friendly relations, committedly realizing the policy of permanent neutrality, would bring the cooperation with different world’s countries to new level. 

From the first days of sovereign development, our Motherland established constructive political concept of permanent neutrality. Internal and foreign policy and political concept of Turkmenistan neutrality are based on the ideals of peace-loving and original national traditions. Turkmenistan will always adhere to such fundamental principles of neutrality as peace-loving, non-interference to internal affairs of other states, respect of their sovereignty and territorial integrity, establishment of equal and mutually beneficial relations, nonparticipation in international military organizations and treaties, use of exclusively political and diplomatic tools in solution of international issues. 

For successful implementation of political concept of the neutrality, our country will continue supporting fruitful cooperation with competent international organizations and foreign states. Expansion of good and mutually beneficial relations, comprehensive consolidation of traditionally friendly connections, bringing of long-term cooperation to quality new level meeting national interest, active participation in implementation of events important for increase of the authority of our Motherland in the world arena as a peace-loving country, are the sacred duty of all of us. 

In the future, Turkmenistan will multiply its huge authority in the world community as independent peace-making state implementing new programmes, which promote the stability. Our country, according to the “Concept of Foreign Policy Course of Turkmenistan for 2013 – 2017” will support bilateral and multilateral relations with the countries of the world in political and diplomatic, economic, legal, cultural and humanitarian spheres for the triumph of the humanity, order and good neighbourhood. 

The development and realization of our natural deposits will influence not only the economic growth of our Motherland but also numerous countries of the world. Turkmenistan – Afghanistan – Pakistan – India gas main is one of continental projects, which is implemented by the initiative of Turkmenistan. We will continue the works for realization of such projects like TAPI of regional importance in economic, transport and communication, social and humanitarian spheres. 

The initiative of Turkmenistan for formation of international transport corridor in Asian region was proposed during the 65th, 66th and 70th sessions of the UN General Assemblies. Global Sustainable Transport Conference in Ashgabat in November of 2016 was visual evidence that our proposals for the development of transport and communication infrastructure are supported by the world community. We will continue such large-scale reforms, which are the main factor of the development of Turkmenistan. Fundamental measures for introducing of innovations and modern technologies to production and economic system of the country will be implemented. 

We will implement integrated measures for realization of the projects, which enhance social and economic growth of Turkmenistan and efficient use of production potential of the regions taking into account geographic location, diversification of industrial branches and establishment of employment. 

Grandiose transformations, undertaken in the country, bring Turkmenistan to new levels of progress. It promotes the formation of new production and social relations. That is why the present requires the formation of new generation of specialists, who are able to work in modern way, to create and manage. Large creative work of each of us is necessary for Turkmenistan, which is in new historical period, for prosperity of the country and people, political, economic and cultural progress of our Motherland as selfless work is the only key to prosperity of the country, happy life of every citizen. Happy and prosperous life of every citizen is our main objective. 

Along with the development of the cities, special attention is paid to the development of the regions in our scientifically developed state programmes. Intensification of industrial development of velayats, improvement of social and living conditions of the population are the priority issue. 

We will increase realization of grandiose projects for making Turkmenistan prosperous state. Owing to that, our villages, settlements and centres will have beautiful appearance. New districts will appear. New modern enterprises, large factories will be built. Social and living conditions of the citizens will be improved and employment issue will be solved. It will make the life of every citizen in the country to be happy. 

Recognition of Turkmenistan as one of the strongest state in the world will be the outcome of this. I assure the electorate that in the future, resting upon the basis of our national democracy, solidarity of the society, cultural and spiritual values, I will take all efforts for improvement of social and living level of the people, development of national economy based on market relations, strengthening of food security, consolidation of the framework of legal state and solidarity of the people. 

I will work side by side with the people for successful implementation of fundamental transformations, which guarantee the prosperity of our Motherland, improvement of its authority in the world arena and making Turkmen land to be prosperous region.

I sincerely wish peace, longevity, health and family prosperity to every citizen of Turkmenistan! 



The biography of Bekmyrat Sahetmyradovich Ataliyev 

Bekmyrat Ataliyev was born in Tejen, Ahal velayat of September 4, 1976. 

He graduated as economist from Magtumguly Turkmen State University in 1997. 

Bekmyrat Ataliyev started his work career as the economist of credit department of the State Commercial Bank “Turkmenistan” and worked as the head of credit department, chief economist of credit department, assistant of board chairman of the bank, head of international accounts and currency operations department, head of monetary circulation and cash operations department and as the director in the same bank branch in Berkararlyk etrap until 2003. 

In 2003 – 2011, he worked as the director of “Diyar” branch of “Turkmenistan” State Commercial Bank of Turkmenistan. 

From December 2011, Bekmyrat Ataliyev is the Board Chairman of “Rysgal” Joint Stock and Commercial Bank. 

Bekmyrat Ataliyev is married and has four children.
