Outcomes of two months of 2018 are discussed at the session of the Government

President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where outcomes of work of the branches of national economy for the past two months have been summed up, reports of relative leaders have been listened to and number of urgent issues of the state life has been reviewed. 

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on macroeconomic indicators for two months of 2018. The Vice-premier informed that the growth of the GDP was 6.2 percent for the period under review. In industrial complex this indicator has increased on 4.8 percent, in transport and communication sector on 10.4 percent, in trade on 8.4 percent, agriculture on 3.4 percent, in service sphere on 10.1 percent. 

Generally, the production has grown on 4 percent comparing with the same period of the last year. 

Comparing with the same period of 2017, the volume of retail trade turnover has increased on 18.1 percent for two months. Prices for consumer goods as well as tariffs for services to the population have been kept within set limits. Export indicator increased on 18 percent. 

Average wages in big and medium enterprises of the country are 9.8 percent higher comparing with the same period of 2017. According to initial information, the State budget revenue was 2 billion manats while the expenditure 1.9 billion manats for January – February. Salaries, pensions, state allowance and students scholarships has been financed in full volume and paid on time. 

Construction of 63 social facilities, 31 water treatment installations, 416.9 sq.m. of living as well as different engineering systems is carried out in the regions under the realization of new edition of National Programme of the President of Turkmenistan on transformation of social and living conditions of rural population until 2020. Total amount of drawn investments made 172.6 million manats. 

The Vice-premier informed in details about practical measures proposed for the improvement of employment system of young specialists. In particular, the Draft Programme agreed with relative departments has been presented. The document envisages analysing the existing legislation in this sphere and making necessary amendments and addendums as well as implementing the form of the State statistic reporting on the employment of young specialists. It is planned to take the measures on creation of the conditions for the improvement of social and living conditions of the youth and for the government support, to develop the system of beneficial crediting for the construction or acquisition of housing. 

Summing up the report, the Head of Turkmenistan noted that economic indicators for the period under review characterize stable growth in all spheres in general. Provision of control of the implementation of the state programmes for the country development is one of the important objectives. It is necessary to take actual measures for the fulfilment of the plans to establish import substitutive production and to increase the export volumes as well as to attract foreign investments for the realization of the projects, President Gurbanguly Berdimuhamedov, having addressed specific instructions to the Vie-premier. 

Having approved presented Draft Programme, the Head of the State signed relative Resolution and ordered to hold under control timely fulfilment of the works specified in the document. 

After, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the results of work for two months of 2018 by the enterprises of fuel and energy complex and on the realization of the Programme of development of oil and gas industry of Turkmenistan until 2030. 

Information about technical and economic indicators achieved in oil and gas condensate production, processing of hydrocarbon materials, production of gasoline, diesel fuel, polypropylene, lubricating oils and other roil products as well as production and export of liquefied, natural and associated gas and investments development has been presented. 

The Vice-premier reported on the progress of construction of Turkmenistan – Afghanistan – Pakistan – India pipeline, which is carried out as per the schedule. 

Having listened to the report, President Gurbanguly Berdimuhamedov demanded the Head of fuel and energy complex to take relative measures for further steadfast development of oil and gas sector paying utmost attention to the fulfilment of production plans by the enterprises and organizations. The Head of the State highlighted that there are all opportunities for this as our country has colossal reserves of natural gas and other natural resources. 

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the outcomes of the activity in construction and energy complex as well as in municipal service for the last two months. 

Ashgabat Administration fulfilled the plan on 109.9 percent level with the growth rate of 107.9 percent. 

The plan of the Ministry of Construction and Architecture is executed on 103.4 percent level with the growth rate of 100.2 percent. 

The plan of the Ministry of Energy is fulfilled on 100.4 percent level with the growth rate of 117.6 percent. 

The Ministry of Municipal Services executed the plan to 108.9 percent with the growth rate of 111.1 percent. 

The State Concern Turkmenawtoyollary fulfilled the plan to 100.2 percent with the growth rate of 100.1 percent. 

In his report, the Vice-premier informed on the construction of the 16th phase of the capital development carried out by the Ministry of Construction and Architecture and presented the draft of relative document to the review by the Head of the State. 

Summing up the report, President Gurbanguly Berdimuhamedov focused on the importance of permanent control of the realization of large-scale urban construction programme expanded in Turkmenistan and on fulfilment of the plan of construction of social and cultural facilities in the cities and towns of the country as well as on taking of the measures for the stimulation of the investment activity in this sphere, having addressed the Vice-premier with specific assignments on this account. 

Deputy Chairman of the Cabinet of Ministers K. Durdymyradov made report on the outcomes of work in industrial sphere for the first two months of the year. 

The plan of the Ministry of Industry was executed to 125.7 percent with the growth rate of 105.7 percent for January – February. 

For the period under review, the production plan of the Ministry of Textile Industry was fulfilled to 116.1 percent. Total growth rate was on 105.3 percent level. 

For the past two months, enterprises of the branch executed planned objectives for production of carpet and carpet items on 123.5 percent level with the growth rate of 106.6 percent. 

Enterprises of the State Concern Turkemnhimiya executed production plan on 103.1 percent level with the growth rate of 112.2 percent for the period under review. 

Plan for total production volume of the State Committee of Fishery was fulfilled to 101 percent. 

The Head of the State gave instructions to the Vice-premier to take all necessary measures for increasing the rates of industrial branches and volumes and variety of local production. 

Reporting on the indicators of the activity of the structures under his supervision for the last two months, Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov informed that the growth rate of the volumes of trade turnover by the Ministry of Foreign Economic Affairs made 6.9 percent comparing with the same period of the last year. The production growth rate is 5.1 percent. 

The State Commodity and raw Material Exchange of Turkmenistan held 42 trades in January – February where 3614 contracts have been registered. The plan for total income was fulfilled on 118.8 level. 

Trade and Industrial Chamber provided the services to the amount of 3 115 600 manats. 

The Union of Industrialists and Entrepreneurs made industrial production to the amount of 96 million manats, agricultural and food production to the amount of 133 million manats for January – February. Comparing with the last year indicators, their volumes have grown to 20 and 10.8 percent respectively. Construction and installation works are made to the amount of 264.2 million manats. The growth rate of trade turnover made 3.2 percent. Works to the amount of 162.5 million manats with the growth rate of 2.5 percent have been provided in the service sphere. 

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the results of wotk in the spheres under her supervision for two months of the year. 

Creative meetings, scientific and practical conferences, exhibitions, contests, theatre performances and musical events have been organized for the period under review. 

Turkmen State publishing Service produced 52 book production items in1412717 copies total including 18 types of study books. The plan is fulfilled on 109 percent level. 

Galkynysh Book Centre provided the libraries of the country with 2700 copies of book production. 

Income of financial activity of the State Committee for Tourism made 4 895 000 manats for January – February. 

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the necessity of further improvement of work in cultural and mass media spheres taking into account their current objectives. 

The President of Turkmenistan also focused on the improvement of the efficiency of the activities for the development of tourism. There are the monuments of the world significance including Ancient Merv – one of the centres of the world civilization, other natural places that have no analogues like the Koytendag on the territory of our country. We also have unique historical and cultural monuments. All these facilities are attractive for the tourists and we have all opportunities for their service, the Head of the State said, having requested the Vice-premier to analyse this matter in details and to elaborate relative programme of the development of the tourism in Turkmenistan. 

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the outcomes of work performed in scientific and educational sphere, health protection and sports systems for the last two months. 

Turkmen school students also successfully performed at international Olympiads and project contests, having won 2 silver and 2 bronze medals. Participation in internet contests brought 942 related certificates. 

The students of high educational universities have supplemented the collection of their achievements with 7 gold, 1 silver medals and 11 different level diplomas won at international internet contests. Besides, the teachers of the universities became prize winners and holders of diplomas, having won 1 gold and 3 silver medals. The students of secondary professional colleges won 9 silver medals. 

24 types of study books and guides have been published from the beginning of the year. Detailed report on the realization of the Concept of improvement of foreign languages study and the Concept of development of e-learning system. 

Necessary documents for inclusion of the art of Turkmen carpet making to the Representative List of Intangible Cultural Heritage have been prepared and agreed to send to the UNESCO for the designated period. 

In national health protection system, the volumes of income received from the state voluntary medical insurance reached 111 percent, the income from services and production sale – 106 percent, from the services provided by sanatoriums – 107 percent. 

30 national competitions and mass sport events have been held in Turkmenistan in January – February. Turkmen sportsmen took part in 14 international competitions where they won 6 gold, 8 silver and 9 bronze medals. 

President Gurbanguly Berdimuhamedov noted that integrated solution of the issues related to the reformation of national education system is among utmost objectives of today. In this aspect, it is necessary to pay special attention to the development of the methods of teaching in the universities of the country that meet modern international standards, the President highlighted. 

After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the outcomes of work carried out in the branches under his supervision for the last two months of the year. 

In total, the growth rate of production, services and works in agricultural complex made 105.8 percent. The Minstry of Agriculture and Water Management achieved 103.8 percent level of this indicator, the State Committee for Natural Protection and Land Resources – 109.3 percent, the State Food Industry Association – 112.4 percent, the State Association Turkmen Atlary – 105.7 percent. 

Draft Resolution on the conduct of greening campaign in the country have been presented for the review by the Head of the State. 

President Gurbanguly Berdimuhamedov highlighted the importance of coming ecological action. The Head of the State noted that nation-wide tree planting campaign would be held at Nowruz Meadow in Ahal Velayat on the first day of Nowruz celebration on March 21foloowed by the concert of the art and cultural masters in Nowruz ýaýlasynyň ak öýi Complex. 

Having signed the Resolution on nation-wide greening campaign, the Head of the State requested related leaders to provide its high organizational level. 

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the activity of the Ministry for the last two months in the context of the implementation of the Concept of Foreign Course of the country in 2017 – 2023. 

It was informed that for the reported period, 87different level foreign delegations have visited Turkmenistan via the Ministry of Foreign Affairs. At the same time, 93 Turkmen delegations have been sent abroad. 39 events including conferences, meetings and other aimed at further consolidation of constructive cooperation with interested foreign partners have been organized. 12 international agreements have been signed for the period under review. 

10 consultations on foreign ministries level have been held this year. Regular session of Turkmen – British Trade and Industrial Council and Turkmen – Italian business forum took place in January – February. 

The Head of the State ordered the Vice-premier, Foreign Minister to continue systematic work for the realization of existing considerable potential of cooperation that is to support the activation of positive processes in regional and global scales. 

Having touched upon the subject of regional cooperation, the President of the country noted that the first Summit of the heads of Central Asia state is to take place in Astana, the capital of Kazakhstan, in March. In this regard, Turkmen leader informed that the delegation of our country would go to coming forum according to relative agreements reached earlier. 

Chairperson of the Mejlis A. Nurberdiyeva informed President of Turkmenistan Gurbanguly Berdimuhamedov about the outcomes of work of National Parliament from the beginning of the year. 

Having listened to the information, President Gurbanguly Berdimuhamedov highlighted the importance of the modernization of national legislative basis taking into account modern realities of the country development and priorities of socially oriented government course. 

Touching upon the subject of coming elections and having highlighted their importance in strengthening of democratic foundations of Turkmen society, the Head of the State ordered to hold under unremitting control all aspects of current social and political campaign, having provided the transparency and impartiality of election process. 

The President noted the necessity of further expansion of international cooperation and inter-Parliamentarian relations supporting the exchange of practices in law-making activity, introduction of historical experience and achievements of Turkmenistan on the way toward democratic legal state to the world community. 

Summing up the outcomes of detailed discussion, President Gurbanguly Berdimuhamedov stated with delight that the results of the last two months indicate steadfast dynamic development of our sovereign state. Constructive foreign policy of neutral Turkmenistan remains the same. 

Having mentioned that important social and political campaign for the election of the Mejlis deputies, People’s Council members and Gengeshys is to be held on March 25, the Head of the State expressed the confidence that it would be held on wide alternative and democratic basis, the same as previous similar events. 

The Head of the State highlighted that the growth rates of national economy remain stable. All programmes of social and living sphere adopted in the country are successfully implemented. The growth of the GDP remains on the dame good level. Comparing with the same period, considerable growth is observed in all branches of the economy. All planned objects like industrial facilities, living houses, kindergartens, schools, shopping centres and other have been put into operation for the reported period. Recently, new International Airport was opened in Turkmenabat and big glass production planned in Ovadandepe. According to the adopted programmes, Turkmenistan successfully realizes the strategy of diversification of energy resources supply to the world markets as well as implements other regional projects. 

As is known, President Gurbanguly Berdimuhamedov continued, the launch of construction of the part of TAPI pipeline as well as the start of the construction of power and fibre optic lines Turkmenistan – Afghanistan – Pakistan have been held on February 23. New railroad Serhetabat – Turgundy has been opened on the same day. Start of several international sport competitions has been given under the programme “Turkmenistan – the Heart of the Great Silk Road”. 

Having expressed the gratitude to all who took part in preparation and successful conduct of the above-mentioned big sport and international events, the President ordered to encourage and shall it deemed necessary to confer the State Award to those who distinguished in these activities. 

After, addressing the participants, the Head of the State noted that another book dedicated to the policy of sports popularization in Turkmenistan has been published recently. It was published under the name “The Doctrine of Arkadag – a Basis of Health and Inspiration”. Having presented the copies of the book to all participants of the session, the President proposed Vice-premier P. Agamyradov to make the presentation of the new publication together with non-governmental organizations. 

Some other issues of the State life, on which appropriate decisions were made, have been reviewed at the session. Ending up the session of the Cabinet of Minsters, President Gurbanguly Berdimuhamedov wished strong health, family happiness and great success in work to all participants and the prosperity to the people of the country.
