A regular meeting of the Council of Heads of Governments of the Commonwealth of Independent States was held in Minsk.

On September 29, 2025, a regular meeting of the Council of the Heads of Governments of the Commonwealth of Independent States was held in Minsk.
The meeting was attended by the heads of governments of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan, Deputy Chairman of the Cabinet of Ministers of Turkmenistan H. Geldimyradov, and CIS Secretary General Sergey Lebedev. Deputy Prime Minister of the Republic of Armenia M. Grigoryan participated in the Council's work via videoconference.
The meeting's agenda included 15 issues. In a narrow format, the heads of governments exchanged views on current issues of economic cooperation in the Commonwealth of Independent States and discussed and approved the Strategy for Scientific and Technological Development of the Commonwealth of Independent States for 2026–2035.
The strategy aims to strengthen scientific and technological sovereignty, ensure sustainable socio-economic development, improve the well-being of the population, and enhance the competitiveness of the national economies of the Commonwealth member states.
The Council members also reviewed the draft Strategy for the Digitalization of the Main Multimodal Transport Corridors of the Commonwealth Member States.
The basis for the development of the Strategy was the shared interest of CIS member states in further digitalization of the transport system, optimization of logistics processes, cost reduction, increased speed and transparency of transportation, and ensuring environmental sustainability.
Furthermore, the meeting approved the draft Strategy for Cooperation in the Development of the Information Society and the Digital Economy until 2035 and the Action Plan for its implementation. In addition, the Council of Heads of Government approved an Action Plan for the implementation of the second stage of the CIS Economic Development Strategy until 2030.
During the meeting, an Action Plan for the preparation and implementation of the Year of Health in the CIS in 2026 was signed.
Participants in the Council meeting considered a wide range of issues related to funding for the creation and development of a unified air defense system for the Commonwealth states, the execution of the unified budget of CIS bodies, funding for the implementation of the Interstate Program for Improving the Quality of Life of War Veterans – Participants in Local Conflicts and Their Family Members in the CIS Member States, the continuation of the search for military personnel missing during the war in Afghanistan, the search for burial sites, exhumation, identification of remains, and their reburial in their homeland.
The next meeting of the Council of Heads of Governments of the Commonwealth of Independent States is planned for the first half of 2026 in Turkmenistan.
