PROGRAM STATEMENT OF CANDIDATE FOR PRESIDENT OF TURKMENISTAN - INCUMBENT PRESIDENT GURBANGULY BERDYMUHAMEDOV
I set a primary purpose - to realize a range of measures aimed at ensuring the prosperity of independent neutral Turkmenistan in the third millennium.
Making every effort and carrying out great deeds for the sake of a happy and prosperous life of the native people and for sake of interests of our country is a high honor and merit.
The successful implementation of this program will pave the way for transformation of our Motherland – Turkmenistan into the country home for the happiest people, the further consolidation of the different stratums of our society, and even more prosperous happy life of native people.
One of the greatest democratic values we have inherited from our ancestors is making certain decisions on the country's development in consultation with the people and the wise elders. Pursuing ongoing policy I have always followed this principle, derived from ancestors, and in the future I also intends to strictly adhere it.
Over the years, framed with glory, we, taking advice from the elders, had done a lot for the good of the people. And in the future, going hand in hand with our brave citizens, we will implement the ambitious ideas that will raise the prestige of the state even higher, and the great goals to be achieved by the industrious people.
We are confidently proceeding on the glorious path entrusted by our ancestors. Opening for the present generations of the Turkmen people, being the creators of great state, a wide road to the developed world, we will move our beautiful homeland to the level of advanced countries. There are all possibilities available.
As the great thinker Magtymguly rightly pointed out, "Gifted with a blessed fate, has everything going right” - I firmly believe that all the achievements for the benefit of the people and country in our happy state will be successful!
The transformation of the beautiful Motherland to stable, happy and prosperous country, construction of white marble villages and towns in our beloved homeland, advances in all areas, bringing the life of the native people to the highest world standards are the core of the national programs.
As the great thinker Magtymguly exactly noted, "If the worthy man is given a prosperity, he will always get people’s support” – we, united with all citizens, living with them in perfect harmony, should revive in order to build a happy future.
For the successful implementation of the adopted programs, I set out the following main tasks:
— We will even more strengthen the fundamentals of the eternal and inviolable Turkmen state, significantly increase its economic potential. We will improve social and living conditions of our happy citizens and will raise spiritual perfection of the nation to higher levels;
— Reaching high productivity in industry, agriculture and business, we will introduce into practice the economic mechanisms of further increasing output of Turkmen goods, competitive on international markets, and we will bring per capita income to the level of advanced countries;
— Through the creation of conditions that will open up opportunities for the development of science and education, cultural and humanitarian spheres, and, relying on the rich national spiritual and cultural heritage, we will ensure that Turkmen people would be fame in the world as a nation-builder, people-creator;
— We will strengthen the social security of our people. In this regard, we will consistently improve legislation in accordance with modern requirements. Also, under the frames of State program “Health” we will provide medical services to our citizens at the level of developed countries. We will continue work on the construction of health centers, hospitals and therapeutic centers;
— We will successfully and consistently implement the National Program for the development of villages. We will improve the reclamation of cultivated areas. Guided by the principles of the ancestors, stated as “a drop of water is a grain of gold”, we will ensure sustainable use of water resources of the country and will build hydro-irrigation facilities designed for efficient water use. We will take all necessary measures for full water supply of acreage. We will introduce the most advanced technologies in the water economy of the country;
— Along the collectors, leading to the Turkmen Lake, we will create settlements with all the amenities for living and along these water reservoirs with a peculiar nature and plant life, we will create ample acreage of halophytes - plants that provide delicious fruit, growing at salty water;
— In accordance with the programs we will remain focused at the developing industrial sectors, creating electronic industry and transforming our country into the industrialized nation;
— We will create good social conditions for our citizens living in the cities and districts, and we will take all measures to ensure that all streets paved and lit, in order to provide conditions the similar to urban.
— We will reconstruct intercity and rural roads and bridges, and we will organize the work of passenger buses;
—By opening of the small centers of public services in all communities, we will facilitate opening there modern saunas, playgrounds for children and youth, health centers, cinema and concert halls, workshops of folk crafts, as well as centers for maintenance of vehicles;
— We will provide consistent population income growth;
— We will keep the focus on issues of increasing wages, pensions, scholarships and state benefits and provision of social benefits for citizens;
— We will take all measures to ensure the employment of citizens, especially youth, to provide them modern education;
— We will continue the construction of housing with all amenities, education, sports, health and resort centers, facilities for social and cultural purposes;
— We will continue to provide financial support to families, and by ensuring the allocation of the necessary funds for the solution of social tasks of each family, we will support successful solution of issues of family, being the primary unit of society, as well as issues of maternity and child health;
— We outline the development of tourism in accordance with international standards. Fundamental transformations of recreational and resort system will be one of the important areas of activity;
— We will ensure further improvement of the political system of our society and strengthening of local executive authorities, and higher democratizing public life;
— We will create favorable conditions for business development in industry and agriculture;
—In order to stably provide the market with food products at cheap and affordable prices, we will implement the necessary measures to increase the number of sheep, cattle and poultry, agricultural production in large volumes;
— We will improve the efficiency of local elected representative bodies - provincial, district and town people's councils, and we will raise the role of local governments – Gengeshi in the social and political system;
— And we will continue to create the necessary conditions for improving the work of the newly formed parties;
— In close cooperation with international organizations we will continue the struggle against international terrorism, extremism, transnational organized crime, drug trafficking, bribery;
— We will strengthen the power of the national army, naval forces, border units, vigilantly guarding the borders of the homeland, and we will improve the work of law enforcement agencies, as well as we will ensure the consistent equipping of our armed forces with modern weapons and improving social and living conditions of military personnel;
— We will pay special attention to the formation of a new generation of workers and professionals, who are able for skillful use all the latest communication and multimedia technologies;
— In order to put the country's natural resources for servicing prosperous life of citizens, we will modernize petroleum refining capacities, including the deep processing of hydrocarbon resources on the basis of the advanced technology, production of high demand high-quality products as gasoline polypropylene, liquefied gas;
— We will make every effort that the V Asian Indoor Games and Martial Arts to be held in Ashgabat, would demonstrate Turkmenistan’s high prestige in the international sporting world;
— And in the future we will continue to improve communications and broadcasting sector, and we will launch new space satellites that will perform activity for our national economy;
— By further developing National tourist zone "Avaza" at Caspian coast, we will turn it into one of the world's most famous recreation and health centers;
— For the effective use of alternative energy sources - solar and wind, we will render greater support to the promotion of this sector;
— Taking into account availability of climate and natural opportunities for the study of space, we will create the perfect Observatory, which would be equipped with telescopes of various sizes for observations by Turkmen and foreign specialists. It will have all necessary living quarters and offices;
— Along the beautiful banks of Turkmen rivers, we will work on broad footing to create resorts for those who like family tours and boat travelling, envisaging green areas at 40-50-km distant from each other;
— In gorges of the Kopetdag, Koytendag and Sumbar, in protected areas of Badhyz, on the banks of the Amu Darya, Murgab Rivers and Karakum-river, a number of recreation centers, to be built by efforts of Turkmen builders, would present all conditions for the visits of Turkmen and foreign travelers;
—Along the roads, leading to the provincial centers, every 40-50 kilometers we will start construction of resorts, which would be located in the dense forest belt with teahouses and landscaped grounds, campgrounds - small hotels, as well as modern maintenance centers;
— Combining our current achievements and rich traditions, inherited from the glorious states, founded by Oguz, we will reach the great spiritual revival and will confidently move forward and only forward to new heights of progress.
While transforming into paradise of our sacred Motherland, succeeded from our ancestors, we will rely on intellectual and spiritual potential of the native people.
May the God give us strength and support us in accomplishing these noble deeds.
The biography of Gurbanguly Myalikgulyevich Berdimuhamedov
Gurbanguly Myalikgulyevich Berdimuhamedov was born on June 29, 1957 in Babarap village of Gyoktepe Etrap of Ahal velayat of Turkmenistan.
The President of Turkmenistan graduated from Turkmen State Medical University in 1979.
From 1979 to 1997, Gurbanguly Myalikgulyevich Berdimuhamedov worked in different positions in the system of the Ministry of Public Health and Medical Industry of Turkmenistan. He occupied such positions as the lecturer, the associate professor of therapeutic dentistry department, the dean of stomatology faculty of the Turkmen Sate Medical University, the Director of the Dental Centre of the Ministry of Public Health and Medical Industry of Turkmenistan. The President received the doctorate thesis. He was awarded the doctorate in medicinal science and economy and is the professor and academician of the Academy of Sciences of Turkmenistan.
In December 1997, Gurbanguly Myalikgulyevich Berdimuhamedov was appointed as the Minister of Public Health and medical Industry of Turkmenistan. Later, along with current position he was the General Director of Ashgabat International Medical Centre and acting Director of Turkmen State Medical University.
In April 2001, Gurbanguly Berdimuhamedov was appointed as Deputy Chairman of the Cabinet of Ministers of Turkmenistan.
From December 21, 2006 by the decision of the State Security Council of Turkmenistan, he was acting President of Turkmenistan and Supreme Commander of the Armed Forces of Turkmenistan.
On February 11, 2007, during national referendum, Gurbanguly Berdimuhamedov was elected as President of Turkmenistan out of six candidates.
On February 14, 2007, during the XIX session of Halk Maslahaty of Turkmenistan, Gurbanguly Myalikgulyevich Berdimuhamedov was officially inaugurated as President of Turkmenistan.
On October 25, 2011, President of Turkmenistan Gurbanguly Berdimuhamedov was awarded with the title of the Hero of Turkmenistan.
During the Presidential Elections on February 12, 2012, Gurbanguly Myalikgulyevich Berdimuhamedov was re-elected to this position among eight candidates.
The President of Turkmenistan is awarded with numerous domestic and foreign orders and medals.
President Gurbanguly Berdimuhamedov is Honoured Doctor and Academician of number of universities and academies of the world.
He likes sports and horse riding in free time.
The President speaks Russian and German languages
President Gurbanguly Berdimuhamedov is married and has a son and two daughters.

POLICY STATEMENT OF JUMANAZAR ANNAYEV, THE DEPUTY HYAKIM OF MARY VELAYAT AND THE CANDIDATE FOR PRESIDENTIAL ELECTIONS IN TURKMENISTAN
I would like to express deep gratitude to the initiative group of the citizens nominated me for the presidential Elections and wish great successes in their work.
Turkmenistan achieved impressive successes in politics, economy and culture and entered the next level of its development for 25 years of the independence. It served to establishment of strong harmonic society, increase of civil self-consciousness and improvement of social and living conditions of people. New opportunities for revival and multiplication of national traditions and cultural heritages were opened.
Improvement of the authority of our country in the world’s arena brought to establishment of good relations with the states of the region and other countries of the world.
The success of our Motherland, large-scale activity for establishment of favourable life conditions of Turkmen people, modern plants, factories, specialized and high educational institutions, kindergartens, recreational and entertainment, scientific and medical centres, new settlements and villages, which were built and still under construction, are the symbol the Turkmenistan turned into one of the prosperous states of the world.
We need to work hard in the third millennium for further development of our country, for happy and prosperous life.
I outlined a number of systematic measures and set the following objectives for myself.
I assure the electorate that resting upon spiritual values I will take maximum efforts for implementation of all planned programmes for further development of national democracy, solidarity of the society, protection of national heritages and prosperous life of our people.
Following the status of permanent neutrality of Turkmenistan, we will undertake the measures aimed at peaceful development of the state and increase of the authority of our country, which supports fraternal and friendly relations with all countries, in the world’s arena.
We will continue to expand good and mutually beneficial relations and cooperation, comprehensively consolidate traditionally friendly relations. We will bring our old experience of mutually beneficial partnership with interested sides to new quality level; therefore improve international authority of the Motherland, which is known as peace loving state.
We will pay special attention to the development of agriculture, which is important branch of the country. We will implement advance international and domestic practices for prevention of the salinity of arable lands, improvement of productivity of the crops, rational use of water.
We will establish new types of production and economic relations in agricultural complex. It will allow solving the issues of establishment of beneficial economic conditions for agricultural producers, deserving estimation of the work of the farmers, establishment of economic relations between the government and farmers. All of those will give strong impulse to the development of agricultural branch.
We will regularly support entrepreneurship activity for higher fertility of the lands, provision of food security, provision of raw materials and processing of the production.
We will arrange scientific and research institutes involved in seed growing of the cotton and wheat and other cultures in accordance with world standards. It will allow increasing harvest volumes, which quality and profitability will be on high level.
The policy in the agricultural sphere, successfully pursued in our country, is aimed at satisfaction of the population requirements in necessary goods by local production what allows to provide food independence. The investments, used for the development of agricultural complex, give broad opportunities for solution of this issue for the account of integrated transformation and modernization of production output of agricultural branch.
Number of livestock is planned to be increased in the country. Therefore, private farmer’s activity, support of which will enhance further saturation of our markets and shops with affordable meat and meat production, will occupy special place.
Turkmenistan is one of the largest energy state. The volume of oil and gas reserves of our country is huge. The work for diversification of export of Turkmen gas will be continued.
At present, numerous of perspective oil and gas deposits were explored on the territory of the country. Large investments are required for their development. Having provided correct and efficient work of existing gas mains, we will continue the work for supply of Turkmen energy carriers to foreign market.
Environment protection activity will remain in the focus of our attention. We will continue the work for arrangement of green spaces. We will hold in the focus the provision of plants and factories with ecological technologies, which will protect the environment more efficiently.
We will build comfort living houses in all places of our country. We will achieve more rapid rates of construction complex. We will pay special attention to diversification of our economy.
We will pay special attention to the development of textile complex and provide existing enterprises of this branch. We will build new and modernize existing factories in all places of our country.
Implementing advanced international practice to textile enterprises of our country, we will expand the work for achievement of high quality of textile and its demand in foreign markets. The development of this branch will be our main targets. The textile industry of Turkmenistan is famous as one of the advanced branches and it is necessary to undertake the work for briging of it to international standard level.
Currently, the textile production turned into the leading branch of national economy. Top modern high productive equipment of prestigious companies is installed at the enterprises; production of textile goods, which are on the great demands overseas, is arranged. Several new factories were put into operation and considerable contribution to national economy was made.
Besides the production facilities for improvement of social and living conditions of personnel, who work in different branches, modern living houses and shopping malls are built and put into operation. For establishment of additional employment for the population of etraps, involved in cotton growing, we consider the reasonability of building of new cotton-spinning factories, which production output will meet the production of cotton fibre. The Programme for further development of the branch includes increase the volumes of textile production for realization of it in internal and foreign markets. Fulfilment of these works will promote further consolidation of economic condition of the branch.
We will continue the development of National tourist zone “Avaza” on ecologically friendly coast of the Caspian Sea.
We will achieve the correspondence of our automobile roads of our country with the world’s standards building them rapidly and with high quality.
Transport and communication system of Turkmenistan is one of rapid developing branches giving high expectations in the future. The investments in this sphere are directed to establishment of international transport corridors, which have great future for economic potential of our Motherland. Automobile, railroad and air fleets will be supplemented with modern vehicles.
Implementing the principle “The state is for a human!” and the policy aimed at improvement of wellbeing of native people, the practice of increase of pensions, allowances, student grants and salaries will be continued.
Care for growing generation will remain the priority of the policy. Execution and implementation of adopted resolutions, bills and programmes for upbringing and education of physically fir and spiritually perfect growing generation will be the main objective
I would like to assure you that I would work selflessly for further development of our country, sparing no efforts for the improvement of the prosperity of Turkmen people and further increase of the authority of Turkmenistan.

The biography of Jumanazar Annayev
Jumanazar Annayev was born in “Sakarchaga” gengeshlyk of Sakarchaga etrap of Mary velayat on August 26, 1966.
He graduated S. A. Niyazov Turkmen Agricultural University as mechanical engineer in 1995.
In 1983, Jumanazar Annayev started his career as an employee of “Sakarchaga” farm association of Sakarchaga etrap and worked there until 1992. He served military duty in 1985 – 1987.
The candidate worked as deputy Chairman of “Sakarchaga” farm association of Sakarchaga etrap of Mary velayat.
Jumanazar Annayev was the Deputy Archyn of “Sakarchaga” gengeshlyk. He worked as quality control engineer in “Obahyzmat” production association of Sakarchaga etrap in 1998 – 1999.
Jumanazar Annayev was the Head of Agricultural Department of Sakarchaga Hyakimlik of Mary velayat in 1999 – 2000.
He worked as the director of “Obahyzmat” production association of Sakarchaga etrap of mary velayat in 2000 – 2001 and as the leaseholder of “Sakarchaga” farm association of the same etrap in 2001 - 2005.
Jumanazar Annayev worked as the engineer of “Gallahyzmat” service of Mary velayat in 2005 – 2007 and as the senior specialist and lately as the chief engineer of “Obahyzmat” production association of Sakarchaga etrap in 2007 - 2009.
In 2009 – 2013, Jumanazar Annayev worked as the head of agricultural complex of Sakarchaga etrap hyakimlik, the deputy hyakim and lately as the hyakim of Skarchaga etrap.
In December 2013, he was appointed as the Deputy Hyakim of Mary velayat.
Jumanazar Annayev is married and has three children.

PROGRAM STATEMENT OF CANDIDATE FOR THE POST OF PRESIDENT OF TURKMENISTAN ANNANEPESOV MAKSAT KOVUSOVICH, DEPUTY CHAIRMAN OF THE STATE ASSOCIATION OF FOOD INDUSTRY
I express my gratitude to the initiative group of citizens which nominated me as a candidate for the post of the President of Turkmenistan and wish them great success in their work.
The current presidential election proves the respect for the principles of national democracy and human rights in our independent, permanently neutral state.
The radical reforms implemented in our country, unprecedented achievements in economy, politics and culture, strengthen the economic, political and social foundations of the state.
The national economy had been renovated and modernized radically. The new production capacity had been introduced. The enormous facilities, amazing in their scope, were built.
Every day of the Turkmen people is crowned with the solemn events and great successes. Domestic and foreign policy of the country, aimed at ensuring a peaceful and prosperous life of every family and every citizen, as well as the initiatives, which had been put forward in order to strengthen peace in the region and world, radical changes, carried out for the raising Turkmenistan into the ranks of developed countries in the world, have been yielding positive results.
Today, the Turkmen people fully and completely supports progressive reforms aimed at strengthening the peaceful life of citizens, ensuring the welfare of the people at the level of developed countries in the world. Each of us is proud of the success of the country and tries to make a worthy contribution to epic achievements.
The ongoing reforms, national ideology, decisions on improving the living conditions, social and economic development of towns and villages prove the correctness of the chosen path.
If I would be elected to the highest post of Turkmenistan, I will pursue the following tasks for the sake of the Turkmen people.
In every way to broaden and deepen reforms in sphere of social security, transport and communications, oil and gas and other industries, construction of factories, manufacturing facilities, organizing international forums, exhibitions, scientific conferences.
The further measures for the development of the national tourist zone Avaza will be taken, and for putting into operation of stadiums and equestrian complexes in provinces of the country, the railway bridge across the Amu Darya, which is one of the major facilities in Central Asia, the Balkan cement plant, which will become a reliable support for the economy country, and in the future we will pay attention to worthy facilities, bringing undeniable benefits to the national economy. Our steps in this direction will provide Turkmenistan rapid and unprecedented development.
We will continue to improve the material and technical base of the agro-industrial complex. All the necessary conditions will be created for the formation of new production relations, as well as measures will be taken for the transfer of land to the true owners - the farmers.
The scientific developments and best practices will be widely introduced. The measures aimed at further improving the social and living conditions of farmers, will be realized. The government procurement prices for cotton and wheat will raise.
We will carry out radical changes in agriculture. Due attention will be paid to water management.
The government will keep the focus on issues of supply of water management companies with high productive, powerful machinery and further investing in this sector.
In order to provide agriculture with mineral fertilizers, we will work on increase the production capacity of facilities, under construction in the country. Construction of new plants for the production of fertilizers will help to improve the profitability of the industry. Also the great importance will be attached to the introduction into practice of modern scientific research and technological achievements, aimed at developing the sectors of agriculture and water resources.
We will conduct comprehensive work on supplying the cities, towns and villages with clean drinking water. Along with the urban population, the same opportunities to improve social and living conditions of rural population will be created. These tasks will be a priority of our activity.
The level of development of each country is determined by the social security of citizens and families. Our country carries out huge work in this direction. The slogan “The state - for the people” calls for social protection of every citizen. We will provide a high level of employment and guarantee a consistent growth in salaries, pensions, allowances and student payments.
State support will be provided for the purchase of luxury apartments at the subsidized basis. The newlyweds will be provided loans for the purchase of household goods.
The establishment of new institutions at the Academy of Sciences of Turkmenistan will allow young scientists to unleash creativity, to make discoveries, and worthy contribution to the development of science. The progressive development of the scientific sphere is one of our priorities.
We will build schools, open universities. The structure of the new education centers and equipping level will meet the current requirements.
The regular support will be provided for the public supply by educational publications. Students will be presented with not only all the necessary training facilities, but also decent living conditions.
The solution of these tasks, the creation of comfortable living conditions will contribute to upbringing healthy and educated generation.
The country will realize the tasks aimed at the protection of national cultural values and heritage. The focus will be made on opening in all provinces the historical and local history museums, libraries, as well as on providing full support for scientific discoveries and preservation of national traditions.
National culture and traditions determine our present and our future. Therefore, further development of culture will be a priority of the state policy.
Also the particular importance will be paid to the development of Turkmenistan's oil and gas industry, since this sector is one of the leading and it has decisive role in ensuring the export potential of the state. Facilities of this industry will be modernized through the introducing advanced technologies.
Turkmenistan, as permanent neutral state, will successfully continue its foreign policy in relation to its internal development. Equal and mutually beneficial cooperation with the countries of the world will further contribute to strengthening the international prestige of Turkmenistan.
The ensuring of country's prosperity in third millennium requires the successful accomplishment of the following tasks:
- Improvement of the branch structure of agricultural production, increasing volumes of agricultural output;
- Increasing crop yields and productivity of livestock breeding for the improvement of provision of population with foodstuff;
- Ensuring friendly environment for crop production and food production;
- Reducing the cost of food products and raising competitiveness of domestic producers on internal markets;
- Improving the activity of the enterprises, dealing with storage of food, and first of all, with long-term storage of fresh fruits and vegetables, other food, their packaging with the use of latest materials, transportation and marketing;
- State support of major manufacturers of food products and creating new farmers' associations;
- Establishment and government support for farmers' associations, which cultivate melons, potatoes, yielding 2-3 crops per year, and able to compete with foreign products at fruit and vegetable market;
- Establishment of private greenhouses to increase vegetable production;
- Expansion of the country's areas under fruit trees and vineyard;
- Development of specialized forms of farming, capable to export vegetables, melons and grapes;
- Creation of new farmers' associations in subtropical zones of Turkmenistan, specializing in the cultivation of pome fruits, olives, pomegranates, figs, grapes;
- Intensification of industrial development of country’s provinces, further improvement of social and living conditions of the population in provinces;
- Highly efficient use of the productive forces, the diversification of industry, creation of new jobs with advanced equipment.
At the present stage of development of Turkmenistan, which is, undoubtedly, one of the rapidly growing countries in the world, there is a need for large-scale transformations for more harmonious, perfect functioning of the economy. One of the most important tasks is training young professionals able to implement the most challenging projects that will become strategic in the future development of our Motherland.
We are faced with the priority tasks for the implementation of Programs, designed to ensure prosperous life for contemporary and future generations. I wish the native people success and unity in achieving our great goals.

The biography of Maksat Kovusovich Annanepesov
Maksat Annanepesov was born in Ashgabat on January 18, 1974.
He graduated from S. A. Niyazov Turkmen Agricultural University in 1996, having received qualification of the scientist – agronomist.
He started his carrier in hothouse farm of Gyami settlement and worked there until 2005 as agronomist and later as director of the farm.
In 2005 – 2006, Maksat Annanepesov worked as safety engineer in Ruhabat Textile Complex.
In 2006 – 2008, he was Chief Specialist of Engineering Service of the State Association of Food Industry of Turkmenistan. He worked as Chief Specialist and deputy Director of the Plant Protection Service of the Ministry of Agriculture and Water Management of Turkmenistan.
Maksat Annanepesov worked as Head of Agricultural Department of the Section of Agricultural Branches of the Cabinet of Ministers of Turkmenistan in 2011 – 2012 and as leading specialist of the department of Agricultural Production and Water Resources of the Section of Agricultural Branches of the Cabinet of Ministers of Turkmenistan in 2012 – 2013.
In 2013, he was appointed as Deputy Chairman of the State Association of Food Industry of Turkmenistan.
Maksat Annanepesov is married and has four children
