On August 28, 2025, a meeting took place in Moscow between the Minister of Foreign Affairs of Turkmenistan, Rashid Meredov, and the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov.

The heads of the foreign ministries noted with satisfaction the fruitful nature of the interstate dialogue, built on the principles of a deepened strategic partnership.

Emphasizing the key role of high-level and top-level contacts, the participants agreed that such meetings are the main factor in strengthening bilateral cooperation with a long-term perspective.

The year 2025 was recognized as particularly significant in the history of both countries—the International Year of Peace and Trust: this year marks the 30th anniversary of the legal status of Turkmenistan’s permanent positive neutrality, as well as the 80th anniversary of Victory in the Great Patriotic War.

During the talks, a constructive dialogue was held on key areas of the bilateral agenda. In particular, the parties analyzed and assessed the current state of political-diplomatic, trade-economic, and cultural-humanitarian cooperation, reviewed the progress of previously reached agreements, and discussed joint actions for the future.

Within the framework of cooperation between the foreign ministries, the diplomats considered issues of practical implementation of the Cooperation Program between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Russian Federation for 2025–2026, which was signed during Minister S. Lavrov’s official visit to Ashgabat in June of this year.

A shared commitment to intensifying trade and economic cooperation was expressed. The ministers emphasized that the work of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation serves as an effective mechanism of interstate dialogue of a sustainable and long-term character, within which concrete plans and projects are implemented.

In the joint view of both sides, the fields of science, education, culture, and the arts have become an effective means of bringing the Turkmen and Russian peoples closer together.

The meeting also highlighted the positive experience of joint activities within international organizations. The productive nature of Turkmen-Russian partnership was underlined in the frameworks of the UN, CIS, the Caspian “Five,” and the “Central Asia–Russia” format.

Special attention was devoted to the development of five-party cooperation in the Caspian region. It was noted that the issues concerning the Caspian extend far beyond the regional scope and require a comprehensive international approach, primarily at the level of the United Nations.

The diplomats confirmed the mutual readiness of both sides to continue expanding multilateral cooperation.
