THE DELEGATION OF TURKMENISTAN TO THE OSCE A STATEMENT ON THE OUTCOME OF THE PEOPLE’S COUNCIL MEETING OF TURKMENISTAN

On October 01, 2020, the Delegation of Turkmenistan to the OSCE made a statement at the regular meeting of OSCE Permanent Council on the outcome of the People’s Council of Turkmenistan, which took place on September 25, 2020.

The OSCE participating states were informed that regular session of the People’s Council of Turkmenistan, chaired by the President of Turkmenistan Gurbanguly Berdimuhamedov, was attended by the Chairperson of Mejlis (Parliament), Deputy Chairmen of the Cabinet of Ministers, ministers and heads of the profile agencies, representatives of political parties and public associations, governors of the regions, honored elders, students and mass media representatives.    

During the meeting, the important vectors of implementation of long-term programs of Turkmenistan, as well as matters of socio-economic growth of the state in 2021 were considered. The key topic on the agenda of the meeting was the constitutional reforms aimed at the improving the work of the representative bodies of judicial power. As a result, the decision on the constitutional reforms was adopted and Constitutional Law "On Amendments and Additions to the Constitution of Turkmenistan" was signed by President of Turkmenistan.

In this regard, in accordance with the abovementioned Constitutional Law, a new representative body will be established in Turkmenistan which will exercise the legislative power – Milli Genesh (National Council) consisting of two chambers - the Halk Maslahaty and the Mejlis. The law specifically defines the authorities of both chambers, order of formation and activities.  

Moreover, the Permanent Council was acquainted with the priorities of Turkmenistan’s foreign policy agenda. In particular it was noted that Turkmenistan will   further strengthen its multilateral cooperation with such international organizations as the United Nations, EU, CIS, OSCE, the Non-Aligned Movement, and Organization of Islamic Cooperation as well as bilateral relations with all world countries. The country's initiatives put forward in the field of water, energy, transport diplomacy and ecological issues remain among priority areas.
